[Protest of Navy Rejection of Bid for Asbestos Removal]

A firm protested the Navy's rejection of its bid for asbestos removal, contending that the Navy improperly rejected its bid based on its affiliation with a suspended contractor. GAO held that there was no basis to review the Navy's decision to refer the question of the protester's responsibility to the Small Business Administration. Accordingly, the protest was dismissed.
