A firm protested the Defense Personnel Support Center's (DPSC) exclusion of it from a reprocurement of six terminated food contracts, contending that its exclusion constituted a de facto debarment. GAO held that: (1) a defaulted contractor could not be awarded a contract at a price higher than the defaulted contract price; and (2) since the protester declined to perform the original contracts, DPSC reasonably excluded it from the reprocurement. Accordingly, the protest was denied.
