A firm protested the Navy's exclusion of its bid from the competitive range for measuring equipment, contending that it timely furnished adequate confirmation of proposed personnel. GAO held that the: (1) Navy reasonably determined that the protester failed to provide evidence of the required commitment of key personnel; and (2) protester was not sufficiently interested to protest the proposal contract award. Accordingly, the protest was denied in part and dismissed in part.
