A firm protested the Government Printing Office's (GPO) rejection of its bid as nonresponsive for printing, contending that (1) GPO could not ignore its bid modification indicating that its bid prices were reversed; and (2) results of the preaward test were disputable. GAO held that GPO: (1) improperly rejected the protester's bid as nonresponsive; and (2) would have reasonably determined that the protester was nonresponsible because of its performance in the preaward test. Accordingly, the protest was denied.
