A firm requested reconsideration of its denied protest against a Navy contract award for engineering and technical services. GAO had held that the Navy properly evaluated the awardee's corporate experience. In its request for reconsideration, the protester contended that the awardee's work sample was not a valid demonstration of its ability to meet the Navy's compatibility requirement. GAO held that: (1) the Navy was aware of the awardee's subcontractor change when it evaluated corporate experience; and (2) there was no basis to conclude that the Navy waived a material requirement for the awardee. Accordingly, the protest was denied.
