A firm protested an Air Force contract award for military housing repairs and improvements, contending that the awardee's: (1) sureties were unacceptable; and (2) bid exceeded the statutory unit cost limitation. GAO held that the: (1) protester failed to show that the Air Force acted fraudulently or in bad faith in determining the sureties' responsibility; (2) Air Force properly obtained a waiver to the statutory unit cost limitation so that it could accept the awardee's bid; and (3) Air Force might appropriately review the sureties' responsibility, given certain evidence developed under another protest. Accordingly, the protest was denied.
