Acceptance of Facsimile Signatures on Claims, B-235749.1:

This is in response to your memorandum of May 15, 1989. You propose that the Claims Group be permitted to adjudicate claims on the basis of documentation which provides a copy of the claim bearing a legible facsimile signature of the claimant, in lieu of requiring an original signature.

We believe that the proposal for acceptance of facsimile signatures as described in your May 15 memorandum is legally appropriate and satisfies the requirement of 31 U.S.C. Sec. 3702(b)(1) that claims contain "the signature" of the claimant or an authorized representative.
