A firm protested an Army contract award for water chillers, contending that the: (1) specifications were unduly restrictive; and (2) awardee's bid was nonresponsive. GAO held that the protester: (1) untimely filed after bid opening its protest regarding alleged solicitation improprieties; and (2) lacked sufficient interest to challenge the award, since it did not dispute the Army's rejection of its bid and would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
