A Navy member claimed salary adjustments, contending that he had supervised higher-paid employees. GAO held that the Navy did not abuse its discretion in declining to grant the salary adjustments to the claimant, since salary adjustment regulations were permissive, not mandatory. Accordingly, the claims were denied.
