A firm protested a Strategic Defense Initiative Organization (SDIO) contract award for scientific, engineering, and technical support services, contending that it orally advised SDIO that the solicitation improperly required bidders to subcontract with its exclusive subcontractor. GAO held that the protester untimely filed after bid opening its protest against alleged solicitation improprieties, since its oral complaints did not constitute a protest. Accordingly, the protest was dismissed.
