A firm protested two Navy contract awards for facility construction, contending that the Navy should have rejected the awardees' bids as nonresponsive, since their individual sureties were unacceptable. GAO held that: (1) the Navy properly found the awardees' bids responsive, since the bid bonds were superficially proper; and (2) it would not review the Navy's affirmative responsibility determinations. Accordingly, the protests were denied.
