An Army employee claimed reimbursement for household goods moving expenses incident to his transfer. GAO found that the Army paid the employee a monetary allowance in lieu of a transportation reimbursement, but denied reimbursement for the transportation of household goods in a privately owned vehicle because there was insufficient evidence of the shipment's weight. GAO held that weight certificates submitted more than 4 years after transportation occurred were not sufficient evidence of the actual scale weight of the transported goods. Accordingly, the claim was denied.
