An employee organization requested restoration of forfeited annual leave for a former National Weather Service (NWS) employee, contending that NWS failed to reschedule the claimant's annual leave after cancelling his three attempts to use it. GAO held that NWS should reimburse the claimant for the leave as a lump-sum payment, since: (1) he attempted to avoid forfeiting the leave by scheduling it in advance; and (2) NWS failed to reschedule the cancelled leave. Accordingly, the claim was allowed.
