PROCUREMENT - Contract Management - Contract administration - GAO review DIGEST: Question regarding fulfillment of payment and performance bond requirements, which are implemented after contract award, is a matter of contract administration not cognizable under General Accounting Office Bid Protest Regulations.

Norfolk Shipbuilding & Drydock Corp.:

Norfolk Shipbuilding & Drydock Corp. (Norshipco), protests the award of a contract to Steven's Technical under solicitation No. DTMA92-88-B-80201, issued by the Department of Transportation (DOT). Norshipco contends that DOT improperly extended the time for Steven's Technical to furnish performance and payment bonds.

We dismiss the protest. Questions regarding an awardee's fulfillment of payment and performance bond requirements, which are to be implemented after contract award, are matters of contract administration which our Office does not review.
