Intergy, Inc.:
Intergy, Inc., protests the approval of underground conduit made by Rovanco, Inc., for the heat distribution portion of Becon Services Corporation's cold neutron facility contract, No. 50SBNB8C5011, with the National Bureau of Standards. Intergy did not compete in the procurement but, we understand, is a supplier of conduit. According to Intergy, Rovanco's product does not meet the prime contract specifications.
We dismiss the protest. A prime contractor's compliance with specifications is a matter of contract administration, which is the responsibility of the procuring agency, and which we consequently do not review as part of our bid protest function. 4 C.F.R.
