[Military Retirees: Employment Under Contract: Dual Compensation Restrictions]

The Navy requested a decision regarding whether retired military personnel providing health care services under government contracts were subject to the dual compensation restrictions applicable to retired military personnel holding civilian positions in the federal government. GAO held that the restrictions did not apply to the health care contractors, since they did not hold established government positions. Accordingly, the Navy should not apply the restrictions.
