The Federal Communications Commission (FCC) requested a decision regarding an employee's entitlement to reimbursement for real estate expenses. The employee claimed that FCC should reimburse him for state sales taxes incident to the construction of his new home. GAO held that the employee was not entitled to reimbursement, since the tax related specifically to the construction process. Accordingly, the claim was denied.
