A Navy employee claimed overtime pay for excess travel time he incurred over the course of a year in driving to his temporary worksite, contending that the Navy had no administrative control over the worksite relocation, since it had not issued written authorization. GAO found that the Navy properly: (1) scheduled and controlled the worksite relocation; and (2) determined that issuing permanent transfer orders for the temporary worksite was not cost-effective. GAO held that the claimant was not entitled to overtime compensation, since he: (1) worked under the Navy's direction; and (2) failed to show that the travel resulted from an emergency beyond the Navy's control. Accordingly, the claim was denied.
