The Department of the Treasury requested a waiver of indebtedness for temporary quarters subsistence allowance it erroneously paid to an employee incident to his relocation. GAO held that Treasury should waive the employee's indebtedness, since the employee spent his travel advance in good faith in reliance on the erroneous orders, and there was no evidence that he acted fraudulently. Accordingly, waiver was granted.
