A firm protested the Army's cancellation of a solicitation for copier maintenance, contending that the Army: (1) lacked a compelling reason to cancel the procurement; and (2) improperly determined that its bid was unreasonable, since the Army's estimate did not include certain staffing requirements. GAO held that the Army properly cancelled the solicitation, since it determined that: (1) the protester's price was unreasonable; and (2) it could obtain the services under individual orders at significant savings. Accordingly, the protest was denied.
