A firm protested a Department of Energy (DOE) lease award for office space, contending that DOE: (1) overstated security services costs in evaluating its bid and understated them in evaluating the awardee's bid; (2) applied excessive energy costs to its bid; (3) did not consider its space-efficiency advantages in evaluating its bid; and (4) did not add relocation costs to the awardee's bid. GAO held that: (1) DOE reasonably based its security costs on each bid's proposed space; (2) the protester failed to show that its building was more energy efficient; (3) the protester failed to show that its bid had more space-efficiency advantages; and (4) the solicitation did not require an additional charge for rearranging workstations within a currently leased building. Accordingly, the protest was denied.
