The Department of Agriculture requested a decision whether a transferred employee was entitled to reimbursement for the costs of renting an auto dolly to tow his car filled with household goods behind the truck he rented to move his household goods. GAO held that the employee was not entitled to reimbursement for the costs of towing his car, since: (1) regulations expressly excluded cars from the definition of household goods that could be transported at government expense; and (2) the primary purpose for renting the auto dolly was to transport the car, rather than the household goods inside the car. Accordingly, the claim was denied.
