The Federal Crop Insurance Corporation (FCIC) requested a waiver of annual leave it erroneously credited to an employee's account by including her prior military service in its computation. GAO held that, since the employee had sufficient annual leave to cover the adjustment to correct the errors, there was no overpayment of pay or allowances requiring a waiver. Accordingly, FCIC should not waive collection.
