Highlights

Five former members of the military forces of the Philippines appealed the denial of their claims for compensation for services rendered during World War II. GAO held that: (1) it was statutorily barred from considering claims received more than 6 years after they accrued; (2) it lacked the jurisdictional authority to waive the time limitation; and (3) the claimants should present their claims to the Philippine government for adjudication. Accordingly, the claims were denied.
