A firm protested a Navy contract award to another firm for pipe bevelers, contending that the: (1) Navy did not evaluate offerers equally, since it relaxed a requirement for the awardee; (2) awardee's equipment did not meet the requirement's salient characteristics; and (3) Navy should have suspended contract performance pending the outcome of its protest. GAO held that the: (1) protester failed to show that the Navy's determination that the awardee's proposal complied with all of its material requirements was unreasonable; and (2) Navy was not required to suspend contract performance, since the protester filed the protest within 10 days after award. Accordingly, the protest was denied.
