A firm requested reconsideration of the dismissal of its protests against the rejection of its bids by a local housing authority. GAO had not considered the protest, since it did not concern a solicitation issued by or for a federal agency. In its request for reconsideration, the protester cited various authorities to support its position. GAO held that, since those authorities predated the Competition in Contracting Act of 1984, they were irrelevant. Accordingly, the original dismissals were affirmed.
