A firm requested review of the General Services Administration's (GSA) allegedly improper deduction of overcharges stemming from the firm's shipments for the Army, contending that it based its charges on informal agreements with government transportation agents. GAO would not review the GSA audit action, since the carrier failed to identify the transactions relating to the instant issue. GAO held that the firm failed to produce evidence of its alleged informal agreements with government agents regarding the truckload issue. Accordingly, the GSA actions were sustained.
