A former U.S. Bankruptcy Office employee requested a review of her denied claim for restoration of forfeited annual leave. GAO had held that the: (1) claimant failed to schedule her leave in advance; and (2) Bankruptcy Office's failure to notify the claimant of the leave scheduling requirements was not an administrative error. In her request for review, the claimant contended that: (1) her immediate supervisor approved her advance request for restored leave; and (2) she was unable to use her leave because her office was understaffed. GAO held that the claimant was not entitled to restoration of her leave, since: (1) she failed to properly schedule her leave in advance; (2) applying for leave restoration did not meet scheduling requirements; and (3) her supervisor never approved the use of the leave in writing. Accordingly, the claim was denied.
