The Office of Technology Assessment (OTA) requested a decision concerning its authority to establish an employee incentive awards program pursuant to the provisions of the Technology Assessment Act of 1972. GAO held that OTA had no statutory authority to establish an award program, since existing regulations did not specifically include OTA under the act. Accordingly, OTA should not pay incentive awards to its employees.
