The Department of Defense (DOD) requested a decision regarding whether it should amend the Joint Federal Travel Regulations (JFTR) to authorize payment for transportation of transferred uniformed service members' small boats and canoes as household goods. GAO held that: (1) it would not object to such a revision, since the Federal Travel Regulations and the Joint Travel Regulations definitions of household goods included all legally transportable personal property associated with a member; and (2) the revision should include restrictions as to boat size and the potential application of weight differential against a member's weight allowance. Accordingly, DOD should: (1) amend the regulation; and (2) work with the General Services Administration to ensure uniformity in the regulatory definitions.
