A firm protested the Navy's rejection of its low bid as nonresponsive, contending that the Navy should have waived the error in its bid bond, which mistakenly named its subsidiary as the principal. GAO held that the Navy properly rejected the bid, since the: (1) protester's bond was materially deficient; and (2) surety would not be liable for the protester's default. Accordingly, the protest was dismissed.
