[Protest Against DLA Procurement Procedures Under Solicitation for Security Guard Services]

A firm protested a Defense Logistics Agency (DLA) solicitation for security services, contending that DLA: (1) amended the solicitation without affording prospective offerers sufficient time to respond; and (2) failed to clarify aspects of the solicitation essential to bid pricing. GAO would not consider the protest, since the protester untimely filed it after bid opening. Accordingly, the protest was dismissed.
