The Navy and a labor union requested a decision concerning Navy employees' entitlement to overtime compensation for the travel time between their temporary lodging and temporary duty job site. GAO held that the claimants were not entitled to overtime compensation, since: (1) they did not perform any work while commuting; (2) they did not travel under arduous conditions; and (3) the Navy planned the travel arrangements in advance. Accordingly, the claims were denied.
