The Army requested a decision concerning two civilian employees' entitlement to home leave under their mandatory mobility agreements. GAO held that the Army could grant: (1) home leave within a reasonable period upon an employee's return from service abroad when it was anticipated that the employee would immediately return to service abroad; and (2) the two employees home leave, since it had been established that they would likely return to service abroad upon completion of their assignments in the United States. Accordingly, the Army could grant the home leave.
