The Bureau of Reclamation requested reconsideration of a sustained protest against its contract award for construction of a dam wall, contending that the recommendation for corrective action was impracticable. GAO had recommended that the Bureau open discussions for best and final offers and terminate the contract if an award to another offerer was more appropriate. Upon reconsideration, GAO held that: (1) it would be impracticable to interrupt contract work and reaward the contract to another offerer, since the project involved dam safety; and (2) since the protester had a substantial chance of receiving the award, it was entitled to recover its bid preparation costs. Accordingly, the prior recommendation was modified.
