The Air Force requested a decision concerning an officer's entitlement to reimbursement for additional expenses he incurred while he and his family temporarily occupied visiting officers' quarters due to the uninhabitability of their on-base housing. GAO held that the officer was entitled to reimbursement for expenses in excess of the costs he would have incurred if he had remained in on-base housing, since the evacuation of his normal housing was necessary for his family's safety, as well as the proper administration of the facility. Accordingly, the claim was allowed.
