The Federal Highway Administration (FHwA) requested a decision on the propriety of using appropriated funds to reimburse employees for conference registration fees and the cost of social events. GAO held that federal agencies generally may not pay for recreational and social events with federal funds unless specifically authorized; however, when the cost of such events is a mandatory element of a conference registration fee, the entire registration fee is reimbursable. Accordingly, FHwA may reimburse employees for their full conference registration fees.
