An Army officer requested reconsideration of the Claims Group's disallowance of his claim for emergency travel expenses for himself and his family to attend his mother's funeral in Puerto Rico. GAO denied the claim since the statutes then in effect authorized reimbursement for air transportation for emergency travel only to members stationed outside the United States. GAO held that, although a statutory amendment approved travel expenses for service members stationed in the continental United States whose permanent domicile was overseas, it did not provide retroactive payment authority. Accordingly, the Claims Group's denial was sustained.
