A firm protested the Army's rejection of its late proposal. After an Army official initially refused to accept the protester's hand-carried proposal, the protester delivered it to another division. The Army subsequently determined that the proposal was late and returned it to the protester. GAO found that: (1) the proposal was late; (2) the division that accepted the proposal did not have the authority to do so; (3) offerers have the responsibility for the timely delivery of proposals and risk rejection if they do not comply with solicitation provisions; and (4) the protester did not present any valid grounds for protest. Accordingly, the protest was dismissed.
