A firm requested a decision regarding the General Services Administration's (GSA) offsetting collections for overpayments in connection with shipments it transported for the Air Force, contending that it correctly applied a higher-rate tariff. GAO held that: (1) the bill of lading signed by the firm and the Air Force constituted an agreement on transportation and charges to be paid to the carrier; (2) the firm should have notified the Air Force of any conflict on the bill of lading prior to shipment; and (3) GSA properly determined the applicable tariff. Accordingly, the GSA action was sustained.
