[Protest of Rejection of Bids Under Department of State IFB]

Two firms protested the rejection of their bids under a Department of State solicitation, contending that their bids contained proper certification. GAO held that it would not consider the protests because one firm's bid was nonresponsive and the other firm's protest was untimely. Accordingly, the protests were dismissed.
