Highlights

A firm protested: (1) the Army's refusal to furnish it with a copy of a solicitation; (2) a message instructing European posts not to contract with it in any procurements; and (3) an Army procurement that excluded American firms from competition. GAO found that: (1) the protester was debarred and not eligible to bid on or receive government contracts; and (2) since the protester was not eligible for award in connection with any of the protested matters, it was not an interested party entitled to maintain a protest. Accordingly, the protest was dismissed.
