The Defense Logistics Agency (DLA) requested reconsideration of a GAO recommendation that it resolicit for a welding system. GAO noted that: (1) DLA unfairly awarded the contract on a different basis from that which the solicitation required; (2) it initially denied the protester reimbursement for its bid preparation costs; and (3) it had recommended that DLA resolicit. GAO held that, since delivery of the welding system had been completed: (1) it would withdraw its recommendation; and (2) the protester was entitled to reimbursement for its bid preparation costs. Accordingly, the resolicitation recommendation was modified.
