GAO commented on H.R. 4228, a bill which would: (1) remove the Civil Service Retirement and Disability Fund's receipts and disbursements from the budget totals of the United States; and (2) exempt the Fund from any general budget limitation imposed on expenditures and budget outlays of the United States. GAO found that: (1) placing the Fund off-budget would lessen the disclosure of important budgetary and fiscal information and weaken the overall disciplinary effect of the government's budget process; (2) the bill is intended to protect the Fund from the effects of the Balanced Budget and Emergency Deficit Control Act; and (3) any decision to change the applicability of the act with respect to a specific account would be a policy determination best left to congressional judgment.
