[Comments on S. 2187]

In response to a congressional request, GAO commented on S. 2187 which would amend the Balanced Budget and Emergency Deficit Control Act by adding certain veterans' benefit programs to the list of those exempt from the budget reductions the act requires. GAO believes that the need for such an amendment is a policy determination best left to the judgment of Congress.
