[Comments on S. 2210]

Pursuant to a congressional request, GAO commented on S. 2210, which would provide that federal blue-collar employees would not be subject to reduced pay rates under the Balanced Budget and Emergency Deficit Control Act of 1985. GAO noted that the act includes a number of limitations to protect special programs from the automatic reduction process. GAO determined that the need for such an amendment is a policy determination best left to Congress.
