A firm protested a Federal Deposit Insurance Corporation (FDIC) contract award. Bid protest regulations: (1) provide that an interested party may protest to GAO a solicitation issued for or by a federal agency for the procurement of property or services; and (2) define a federal agency as any executive department or independent establishment in the executive branch, including any wholly owned government corporation, and any establishment in the legislative or judicial branches. Under the Government Corporation Control Act, FDIC is defined as a mixed-ownership government corporation; therefore, it does not fall within the statutory definition of a federal agency under GAO Bid Protest Procedures. Accordingly, the protest was dismissed.
