A Department of State employee requested reconsideration of his claim for expenses incurred while traveling to his new assignment. GAO noted that the employee submitted claims for phone calls, airfare that exceeded the cost of direct travel, baggage handling, and travel via ship. GAO held that State could: (1) reimburse the employee for phone calls approved by the head of the agency; (2) not reimburse the employee for indirect travel expenses; and (3) not reimburse the employee for expenses incurred in unauthorized travel by ship or for baggage handling. Accordingly, the claim was allowed in part and denied in part.
