[Protest of Contract Award Challenging Determination To Contract for Services]

A federal employees' trades council protested an Army contract award, contending that the Army was required to conduct a new cost study before deciding whether to contract for the services. Decisions concerning the propriety of contracting for services rather than performing work in house are beyond the scope of the GAO bid protest function. While GAO does consider protests which allege faulty or misleading cost comparisons of in-house estimates with bids received, the review does not extend to protests by non-bidders such as federal employees groups. Moreover, the protester failed to submit required protest information. Accordingly, the protest was dismissed.
