The Department of Defense (DOD) requested reconsideration of a decision which held that DOD could not provide advance transportation of service members' household goods and privately owned vehicles independent of a member's dependents' travel. Upon reconsideration, GAO held that: (1) the statute governing transportation allowances does not make dependent travel a prerequisite for transportation of household goods or privately owned vehicles; and (2) the legislative history of the statute clearly demonstrates that Congress was concerned about the restrictions on transportation allowances under the previous statute and intended to provide some flexibility within the best interests of the government. Accordingly, DOD may amend its travel regulations to provide for the transportation of household goods and privately owned vehicles independent of members' dependents' travel.
